ROY JACKSON Partner Roy Jackson is the president and founder of Energy OnRamp, LLC. He began his career in the Permian Basin in the late 70’s. Throughout the last 40 years, Roy has successfully developed, identified, and managed oil and gas opportunities for his customers and clients in various regards. His experience includes a variety from assisting clients with numerous acquisitions and divestment transactions related to upstream assets to the development of an accounting application for up-stream oil and gas, OGAS. Jackson has successfully completed over 200 transactions related to upstream oil and gas assets and advised numerous companies in the development and marketing of technology applications in the upstream, service and midstream space.
Roy was appointed in October 2018 by the 143rd District Court in Reeves County, Texas to be the Rehabilitative Receiver for the Hanging H Ranch, Inc. The Hanging H Ranch, Inc. consists of 67,000 deeded acres in Loving, Reeves and Pecos counties of Texas and has 70,000 acres leased for cattle grazing. In addition to being a working cattle ranch, the company also supplies services and interacts with the 12 active oil and gas operators that are working on the ranch in some of the most active portions of the Delaware Basin.
Roy is a member of PBPA, ADAM Permian, and SPE and is past chairman of FEPA, a Permian focused networking forum for the Energy Industry. Roy recently joined the Board of Directors for the Life Center of the Permian Basin.

PENNY WHEELER Partner Born and raised in west Texas, Penny was the accounting manager from 1999-2007 for Lone Wolf Resources, LLC a Texas limited liability corporation. LWR was formed in 1999 by two petrochemical companies, Chevron and Fina to provide remediation and construction services at a former refinery that had been declared a state superfund site.
In 2010, Penny started at WolfePak Software, LLC as a customer service advocate and transitioned to the sales department. Duties included providing and demonstrating technical details outlining the software’s capabilities to help determine the best solution for the client’s needs. She also enabled business development by completing request for proposals, request for information, and answering prospective client’s questions.

STEVE OWEN, CPASenior Consultant Read Bio
STEVE OWEN Project Consulting Steve manages the project consulting group for Energy OnRamp LLC. He has over forty years of oil and gas accounting experience.
The last 15 years Steve has provided consulting services to upstream and midstream companies in the oil and gas industry. His main focus has been as Contract CFO, but he has also provided support for implementation, integration and processing on oil and gas accounting systems.
Prior to his consulting career Steve was a partner for 20 years at McGinnis, Owen and Berger a regional accounting firm located in the Austin/San Antonio area. The firm provided tax and accounting services to small businesses and individuals. During this time Steve did provide services to both debtors and creditors involved in bankruptcy.
Steve was CFO and COO of Midstates Oil Company for 1982 through 1986.
He graduated from the University of Texas at Arlington in 1977 with a BBA in Finance and has been a Certified Public Accountant since 1988.
He is a member of Council of Petroleum Accountants-Houston and IPAA.
BILL WILLHOITE, CPASenior Consultant Read Bio
BILL WILLHOITE Senior Project Manager Prior to joining Energy On Ramp as a Senior Project Manager, Bill has been in the oil and gas industry for 43 years.
Most recently, he was the Controller and Treasurer of Texas Energy Management Corp. for 20 years. His responsibilities included all financial needs for Texas Energy Management, Texas Energy Midstream LP, Bradley Pipeline Partners LP, Commerce Pipeline LP, Commerce Midstream LLC, and Peninsula Pipelines (North Texas) LP.
Prior to Texas Energy Management Corp., Bill spent 20 years in various management positions at Enserch Exploration Inc. in Joint Interest Accounting, General Accounting, Gas Revenue Accounting, Severance Tax, Joint Interest Audit, and Gas Plant Processing.
Bill also worked at Sun Oil Co. for three years in Joint Interest Accounting in both operated and non-operated properties.
While in college, he worked for three years in the banking industry.
Bill graduated from The University of Texas at Arlington in 1979 with a BBA in Accounting and has been a Certified Public Accountant since 1990.
He is a member of the Council of Petroleum Accountants Societies – Dallas and Texas Society of CPAs.
